After the abrogation of 370, preparations are on to fully restore the Jamhooriyat in Kashmiriyat. The people of Kashmir is waiting. The right to choose one’s own leader to participate in the biggest festival of democracy, the right to a slap on terrorism, to give a ballot to the bullet. In the meeting, all the parties insisted on holding elections, but the matter of delimitation in this Legislative Assembly election has been kept by the Central Government, there may be a tussle in the coming time.
Kashmir is no longer a special state. Ladakh is no longer a part of it. Now Jammu and Kashmir is a union territory, which was agreed in the meeting to give full statehood, on which the central government is already working.
A day before the meeting of the PM, the Delimitation Commission held a meeting on the delimitation with all the Deputy Commissioners of Jammu and Kashmir in which the blueprint was prepared. Discussed the reorganization of the assembly constituency and creation of seven new seats.
After the exercise of delimitation, the number of Legislative Assembly seats in Jammu and Kashmir will increase from 83 to 90. In this, four seats are likely to come to Jammu and three seats to Kashmir.
At present 46 seats are in Kashmir and 37 seats come in Jammu. If we talk about the entire region, then a total of 111 seats used to come in Jammu and Kashmir, including 46 in Kashmir, 37 in Jammu, 4 in Ladakh and 24 in PoK. Where PoK is kept empty. Delimitation means to determine the boundary, that is, the system of fixing the boundaries of Lok Sabha and Vidhan Sabha constituencies of any state is called delimitation.
Usually this process is for voting. Under Article 82 of the Constitution, the Central Government constitutes a Delimitation Commission after every census to determine the boundaries of constituencies for Lok Sabha and Legislative Assembly elections.
The Delimitation Commission will make a fresh delimitation in terms of population in Jammu and Kashmir. That is, the number of Legislative Assembly seats will be decided afresh according to the population. According to the population, Scheduled Tribes can also get a chance of representation for the first time.
In terms of population, 8 to 9 seats will be reserved for the Scheduled Tribes, which will go through the open quota, that is, the seats for the open quota will be reduced. After the delimitation, the roster of 7 assembly seats reserved for scheduled castes will be changed. As far as the Lok Sabha seats are concerned, the delimitation for Jammu and Kashmir took place with other states, but the extent of the Legislative Assembly seats was determined according to the separate constitution that Jammu and Kashmir got on the basis of its special status.
However, Article 370 which gave special status to Jammu and Kashmir has now been repealed. In this context, the path of delimitation has been cleared, but there is bound to be politics regarding the distribution of seats. Which can become a big issue before the elections in Jammu and Kashmir.
